Rights and Interests

The Bank has established a sound management system and mechanism to safeguard the employees’ legitimate rights and interests in employment, work and rest, salary and benefits, growth and development, and other aspects. The Bank’s system incorporates provisions on working hours, rest and vacation, labor protection and working conditions, and prevents employment discrimination, forced labor, and other acts; The Bank follows the principle of equal pay for equal work and fully guarantees that employees of different genders, nationalities and political parties are treated equally in salary and benefits. The Bank has not treated employees differently in their development, but tried its best to create a diversified and inclusive working atmosphere.
The Bank urges the employees to take physical checkups to ensure that they can work in a good state of physical fitness, and organizes annual physical checkups covering all staff of the head office. In 2022, about 3,798 employees of the head office took voluntary physical checkups, with a participation rate of 83%.
With great importance attached to safeguarding the employees’ democratic rights, the Bank has established an employee representatives’ congress system covering the head office, branches and subsidiaries. To give full play to the important role of employee representatives in democratic management, decision-making and supervision, the Bank has formulated and issued the Employee Representatives’ Congress Management Measures of China CITIC Bank. The Employee Representatives’ Congress is held at least once a year to review the important matters regarding the Bank’s reform and development and the employees’ immediate interests.
The Employee Representatives’ Congress of the Bank actively serves employees and safeguards their rights and interests. At the end of 2022, after the closing of the Second Employee Representatives’ Congress, 52 employee representatives presented 62 proposals related to the reform and development of the Bank and the employee interests. According to the agenda of the congress, since 2023, the Proposals Committee of the Second Employee Representatives’ Congress prepared and held a proposal reply seminar. It organized 21 head office departments to analyze and evaluate such 62 proposals, gave definite replies to departments, and advanced the handling of proposals, reporting a proposal filing rate of 75.4%. A special report will be delivered at the third session of the Second Employee Representatives’ Congress of the Bank to be held in the fourth quarter of 2023.
The Bank signed the Collective Contract for the Protection of Female Employees’ Rights and Interests with female employees to protect their rights from an institutional perspective. In 2022, the Bank paid visits to more than 30 single-parent and extremely poor female employees, sending them the love and warmth of the Labor Union.

Voice and Listening

Since its launch, the “Willing to Speak Out” platform of the Bank has received 590,000 visits, through which we have handled over 10,000 questions and suggestions at the grassroots level. We promptly address common concerns, answer any possible questions, and respond to demands. It offers an effective channel for frontline employees to solve urgent needs and troubles, and a useful tool for the head office departments to identify deficiencies and fill gaps, optimize business processes, and improve business management quality and efficiency. The platform fully respects the privacy and information security of employees, and different ways are available to present opinions and suggestions, such as anonymity, nickname, and real name, to ensure that frontline employees can, have the courage to, and are willing to speak out.
A whole-process opinion response mechanism is established for the platform, which is responsive to all suggestions and opinions with transparent procedures, results available for check, and service evaluated. Each department of the head office has set up an operation team, and each step, every handler, and each piece of handling suggestion in the flow are made public after users raise their demands, so that the handling results are visible to all staff. Meanwhile, the platform gives the questioner the right to end the process. If a problem is not resolved, the process can be initiated again until it is resolved. After the process ends, a comprehensive evaluation of the service process can be conducted. The platform sets up a supervision and exposure mechanism to announce the data on satisfaction and operation efficiency of the head office departments. Furthermore, regular operation reports and special reports on hot topics are formed and submitted to the Bank’s management, which attaches great importance to such reports and has given important instructions several times.

Care and Comfort

Attaching great importance to employees’ demand for happiness, the Bank improves and innovates work methods, wholeheartedly brings tangible benefits to employees, and strives to solve their worries in work and life by making the best of internal and external policies. The head office has established a professional psychological counseling service system for employees. Since its implementation of the Employee Assistance Program (EAP) in 2015, the head office continues to help employees alleviate stress in work and life and deliver organizational warmth, forming a distinctive employee care program model and radiating across the Bank. Employees can relieve their worries and enhance their abilities by participating in customized lectures on stress shift, mind cultivation, management communication, and family relationships, solve their psychological distress through daily psychological construction such as psychological examination, psychological care tips, and mental health knowledge push, and receive psychological counseling through professional channels such as 7*24 telephone counseling, on-site counseling, video counseling, and proactive call-in care. In 2022, seven series of “Sunshine Energy” lectures were held to help all employees of the Bank to dispel the gloom of the COVID-19 pandemic with a positive and healthy physical and mental state.
The Labor Union of the Bank comforts employees on various special occasions such as “wedding, childbirth, serious disease, hardship, retirement and funeral.” In 2022, the Labor Union extended its regards to roughly 59,500 employees, with a payment of more than RMB 26 million, and to more than 300 employees in difficulty, poverty alleviation leaders, model workers in difficulty and the families of those who died while on duty, with a payment of more than RMB 2 million.

Activities and Actions

The Labor Union of the Bank, adhering to the philosophy of “The Labor Union sets up a platform to benefiting employees”, regards organizing diversified activities as an important means of serving employees, and continues to build a normalized platform for labor union activities, so that activities are organized every month and care is delivered at each festival.
  • Organize and carry out the “Combining Study, Reflection and Application, Aligning Knowledge, Conviction and Action, Embarking on a New Journey” Knowledge Contest, and hold the first “Eulogizing the Flourishing Age through Painting, Expressing Gratitude to the Party through Calligraphy” Bank-wide Staff Calligraphy and Art Competition, to carry forward traditional Chinese culture, enrich the spare time of employees, and reflect the positive spirit and persistent attitude of calligraphy and art enthusiast across the Bank.

  • Carry out the “Sending ‘Blessing’ for the New Year” activity and invite the leaders of the Bank to visit the head office leaders and employees; organize four online quizzes on knowledge about traditional festivals such as “Lantern Festival” and “Dragon Boat Festival”, and give best wishes to employees on festival occasions.

  • The Labor Union of the Bank organized festival celebration activities around “Women’s Day”, “Children’s Day”, “Father’s Day”, “Mother’s Day”, “Army Day” and other festivals in diverse forms such as talks, discussions and exchanges, and parent-child interaction, creating a warm and peaceful festive atmosphere.

  • Hold a lecture on policy analysis for the senior high school and college entrance examinations, to help the children of more than 1,000 employees alleviate the pressure of taking exams and improve their skills for college application.

  • Hold the Opening Ceremony of the “Developing Core Business Capabilities for a New Chapter, Sailing on a New Journey” Walking Month Activity and the Staff Fun Sports Meeting, and the Sixth Bank-wide Staff Table Tennis and Badminton Team Competition, to guide employees to keep fit and enrich their spare time.

  • Hold a recreation activity for the bank-wide advanced representatives of model workers, organize 43 model worker representatives to study the spirit of the 20th National Congress of the Communist Party of China, receive education on red culture and conduct research exchanges, and hold a symposium for advanced representatives of model workers to relax their body and mind and empower them.

  • Organize and hold “4+N” job drilling activities and rational suggestion solicitation activities, give instructions and lectures on special topics, improve employees’ ability to recommend the Bank’s products, and guide all employees to offer advice and suggestions for high-quality development of the Bank.
